Position Summary: Under general supervision, assists youth and adults of the Tohono O'odham Nation in accessing services and resources for job training and employment; determines employers' needs and present opportunities available for job placement for clients; provides assistance to clients with all barriers to employment and coordinates efforts with the employers; conducts community resource mapping; and develops opportunities for permanent placement as well as work experience goals. The work is normally reviewed upon completion, with occasional spot checks while in process, to ensure accuracy, timeliness and conformance to established standards; major work tasks are covered by instructions or procedures and unusual situations are referred to a supervisor. Essential Duties and Responsibilities: Works with business partners on and off the reservation to develop linkages and coordinating services to effectively improve services and successful job placements. Develops resources for clients to address employment barriers in accordance to the program policies and procedures. Secures work projects for clients that will meet work experience requirements; recruits work site supervisors explaining the program goals and utilization of clients. Recruits adults and youth through community presentations regarding program services; develops contacts among school personnel to best meet program goals. Maintains and develops comprehensive evaluations with employers and clients that will assist with effective job placement. Participates with all Tribal Employment Rights Office (TERO) and Economic Development projects to identify opportunities for job placement. Performs monthly assessments to determine employment placements. Participates and facilitates in-service training to clients. Conducts orientation for all new clients. Develops employment plans, arranges appointments, refers clients to other agencies and resources, and notify program of changes in the client's situation. Provides crisis intervention by responding and referring to client needs during acute emotional and/or physical stress. Attends regular meetings to ensure effectiveness and efficient treatment of all cases. Creates correspondences, reports, minutes, agendas, case notes and memos from recording or verbal instructions. Improves client effectiveness by coaching, counseling, training and recommendations. Maintains professional and technical knowledge in all Federal and State regulations. Maintains timesheets and performance evaluations with each client supervisor and develop career plans to address any issue. Maintains professional and technical knowledge and skills by attending seminars, educational workshops, college courses, in-service and other trainings. Performs other job related duties as assigned and contributes to a team effort. Knowledge, Skills, and Abilities: Knowledge of the Tohono O'odham culture, customs, and traditions. Knowledge of applicable federal, state, tribal laws, regulations and requirements. Knowledge of applicable federal and state legislation regarding funding sources and performance measures indicators. Knowledge of principal and practices of public administration with special reference to Public Law 102-477 programs. Knowledge of supervisory management principles and practices. Knowledge of government finance, public administration, community resources, and public relations. Knowledge of public and private sector employment needs and intergovernmental relationships. Skill in conducting interviews for individuals for successful job placements. Skill in providing superior customer service to external and internal customers. Skill in supervising, training and evaluating program clients. Ability to exercise independent judgment. Ability to work extended hours and various work schedules. Ability to handle multiple tasks and meet timelines. Ability to communicate efficiently and effectively both verbally and written. Ability to work independently and meet strict time lines. Ability to establish and maintain positive and effective working relationships with other employees and the general public. Ability to maintain privileged confidential information. Ability to travel within the interior/exterior boundaries of the Tohono O'odham Nation. Minimum Qualifications: Associate's Degree in Public Administration, Social Worker, or closely related field and two years' work experience in a job counseling/employment field, or an equivalent combination of training, education and work experience which demonstrates the ability to perform the duties of this position. Licenses, Certifications, Special Requirements: Must be Arizona Workforce Connection Certified within six months of hire. Must complete Case Management Training within nine months of hire. Must obtain certifications in Cardio Pulmonary Resuscitation (CPR), Automated External Defibrillator (AED) and First Aid within the first six months of hire. Upon recommendation for hire, a criminal background and National FBI check is required to determine suitability for hire, including a 39-month Motor Vehicle Record. May require possessing and maintaining a valid driver's license, (no DUIs or major traffic citations within the last three years). If required, must meet the Tohono O'odham Nation tribal employer's insurance requirements to receive a driver's permit to operate program vehicles. Based on the department's needs, incumbents may be required to demonstrate fluency in both the Tohono O'odham Language and English as a condition of employment.
