JOB OPENING CITY OF FARMINGTON JOB POSITION #68: TRANSIT ADMINISTRATOR NUMBER OF VACANCIES: 1 DEPT: General Services WORK LOCATION: Municipal Operations Center HIRING RANGE: $52,562 to $81,682 / Annually DAYS WORKED: Monday - Friday PAY GRADE: M - Exempt HOURS WORKED: 8:00AM to 5:00PM TYPE OF POSITION: Regular, Full-Time APPLICATIONS WILL BE RECEIVED THROUGH: Tuesday, May 2nd, 2023 JOB DUTIES ESSENTIAL DUTIES: Works under the general supervision of the General Services Director. Manages, monitors, and is directly responsible for the system operations of the City's public transit known as the Red Apple Transit. Plans, designs, and recommends future transit services; prepares and presents information to the City Council on future service design; manages and coordinates public forums to gather input from citizens; prepares public hearing notices for significant service changes. Represent, collaborate and promote transit system with internal staff, other municipalities, transit systems, metropolitan planning organizations, elected officials, commissions, various federal, state and local agencies, Southwest Transit Association, New Mexico Transit Association, business, civic and community groups and San Juan College. Performs all future transit planning for the system, to include: capital needs, operating needs, and salary planning. Compiles data, develops and submits local, state and federal reports monthly, quarterly, annually, and triennially, as required. Attends regional and state conferences to obtain various transit services strategies across the USA to ensure the City's transit system is utilizing the most appropriate technologies available to enhance transit services for the community; recommends technologies and budgets for needs on an annual basis. Ensures that the City provides safe, reliable, and efficient transit service to the community by being responsive to changing needs and focusing on customer service. Ensure transit system follows Federal Transit Administration, state and local operating and financial regulations. Manages, monitors, and oversees service provider contract. Oversees transit service operator contract to ensure contract remains in compliance with FTA regulations and guidelines and contract provisions; manages, monitors, and oversees program budget. Direct contact with staff on areas needing improvement through consultation with the contractor's General Manager; communicate with the contractor's Regional Manager on significant problems or changes in contract services. Evaluates transit systems, solicits input, develops and implement strategies to improve service and infrastructure, identifies cost saving measures, and improves services to passengers and community. Serves as the primary point of contact with the public and other public or private organizations about any questions relating to the City's transit services; meets frequently with city, regional, and county transit providers on issues relates to improving regional mobility; gives presentations to civic groups on transit services. Oversees marketing efforts to expand ridership; initiates marketing strategies and consults with the City's Government Relations Manager as needed; and ensures marketing material is easy to use and is accessible. Serves as primary media contact for the Red Apple Transit related issues. Serves as primary contact on all federal and state grants; prepares all necessary annual financial and performance statistics to ensure continued funding; ensures that funds are requested and received from grant agencies in a timely manner. Administers federal and state grants, works with the City Staff Accountant for regular draws again approved budget, and completes milestone budgets. Prepares all updates to the City's transit website. Maintains inventory of bus stop locations and coordinates new bus stop locations. Handles all requests for purchases related to the Red Apple Transit and works directly with the City's Purchasing and Contracts Manager on a regular basis. Develops and recommends all budget needs for inclusion in the City's annual budget; monitors budget to ensure funds are available. Prepares reports for City Council on the status of the transit system trends, and recommendations for service policy changes. Reviews and approves all transit related invoices. Performs other job-related tasks as required. Operates a motor vehicle to assist in carrying out the business of the department and the City. Attendance at work is an essential function of this position. NON-ESSENTIAL DUTIES: May serve on various employee committees, as required and assigned, which may include non-transit related internal and external committees and events. QUALIFICATIONS This position is subject to the City's Drug and Alcohol Free Workplace Program which includes: pre-employment testing, post-accident testing, reasonable suspicion testing, return to work testing, and follow-up testing. Graduation from an accredited college or university with a Bachelor's degree in business, or a closely-related field and a minimum of five (5) years of progressively responsible professional work in transit management is required. Graduation from a Master's program in public administration, personnel management or a closely-related field is desired. Valid driver's license with acceptable driving record for the past three years. Thorough knowledge of the philosophies, principles, practices and techniques of transit operations. Ability to plan, organize, supervise and carry out complex research projects effectively and simultaneously. Ability to present the results of research effectively in oral, written, and graphic form. Ability to establish and maintain effective working relationships with associates, contractors, municipal officials, representatives of other agencies, and members of the general public. Knowledge of principles and practices of municipal budget preparation and administration. Ability to follow verbal and or written instructions. Ability to work under stress and handle stressful situations. Ability to meet deadlines. Ability to operate tools. Ability to carry individual bus stop signs used for special occasions (signs can weigh up to 40 lbs). TOOLS AND EQUIPMENT USED: Personal computer including word processing and spreadsheet software, calculator, copy machine, telephone, and fax machine.
