SUMMARY The Healthcare Administrator is a high level and demanding position which will provide the overall administration and leadership to all Grand Traverse Band of Ottawa and Chippewa Indians (GTB) Health Clinic, Dental Clinic and Purchased Referred Care (PRC) Services Programs. This position will plan, direct and control issues affecting health care, dental care and purchased referred care services. Areas include, but are not limited to staff relations, medical technology, personnel management, and other related issues. The Health Administrator is responsible for the day to day management operations of all functions of the programs listed above including planning, policy analysis, grant writing, health data analysis, public relations, fiscal issues including cost containment, contract and grant compliance, and special project initiatives. MINIMUM REQUIREMENTS Bachelor's Degree in Healthcare Administration, Public Health, Public Administration, or Business Administration required. Current or the option of having State of Michigan Healthcare Level of Function License, with a minimum of ten (10) years of experience of managing a healthcare facility with a business model. Thorough understanding of IHS healthcare and clinic management. Extensive knowledge of healthcare regulations and medical law. ESSENTIAL DUTIES AND RESPONSIBILITIES Maintain patient confidentiality as per Health Insurance Portability and Accountability Act (HIPAA) of 1996 and complete HIPAA compliance training. Provide management and administrative supervision of all aspects of the Health Clinic, Dental Clinic, and Purchased Referred Care Services and related programs and overall administrative direction of all their activities. Health Administrator will also approve staff schedules. Ensures compliance with appropriate regulatory and accrediting bodies and applicable regulations governing health care delivery. Plan and implement activities to obtain Accreditation Association of Ambulatory Health Care (AAAHC) accreditation. Plan and implement AAAHC and other regulatory standards and develop and implements processes to assure meeting or exceeding standards. Develops and maintains policies and procedures for all staff following Universal Precautions, OSHA guidelines where appropriate, Health Insurance Portability and Accountability Act (HIPAA) compliance, AAAHC awareness, and with Joint Commission on Accreditation of Healthcare Organizations (JACHO) standards. Ensure compliance with appropriate regulatory and accrediting bodies and applicable regulations governing health care delivery. Healthcare Administrator will be responsible for following the Food Service Ordinance in accordance with the Grand Traverse Band Code Title (GTB) Code Title 14 Public Safety and Regulation, Chapter 5 . Ensures the program and facility are continually monitored and managed to maintain the highest standards of operation and patient care. Review, assess and recommend change and is responsible to assess whether additional resources of changes are required in the future to adequately address deficiencies or needs within a reasonable time frame. Formulates administrative policies and procedures for the programs. On a continuous basis, evaluates the effectiveness and efficiency of current policies and procedures. Ensures GTB Indian Health Board by-laws, rules and regulations are current. Establishes and maintains a monthly Healthcare Administrator's report system to the GTB Indian Health Board. Monitors all financial statements and other reports and activities. As Health Administrator, he/she is directly responsible for the preparation of all department budgets and allocation of funds based on studies of costs, reviews of departmental budget estimates, familiarity with operating procedures, and discussion with Department Managers and Tribal Manager. Planning, directing and evaluating activities of the of the Health Clinic, Dental Clinic, Purchased Referred Care Services and other related programs in meeting the goals of the annual GTB Health Plan. Monitors Quality Assessment and Improvement Plan engaging internal health care committees. Work with Human Resources team to coordinate the recruitment, promotion, and training needs to assure the highest standards of professional performance. Assures the provision of preventive health services as an integral component of the overall health care program consistent with the annual GTB Health Plan. Ensures all department staff complies with HIPAA guidelines. Reviews capital expenditure requests and justifications for purchases outside departmental budgets. Presents recommendations for approval to the GTB Indian Health Board including the Tribal Manager, in accordance with tribal policy. The Healthcare Administrator is responsible for the development, implementation and monitoring of fiscal year department budgets, preparing reports. Continually monitors patient satisfaction to ensure that they are positive. Reviews patient questions, as appropriate, recommends and/or implements corrective actions as identified Actively seeks and encourages tribal participation in the health care planning, operation and evaluation of its programs. Keeps community informed of all health care operations via GTB Indian Health Board monthly reports and local community newsletter. Assists the Tribal Manager in local, regional and statewide efforts to inform and propose policies and legislation consistent with the short- and long-range objectives of the GTB Health Plan by serving as the primary health advocate for the Tribe. Serves as an ex-officio member of the GTB Indian Health Board and participates as a member, if assigned to standing committees. Deals with patient complaints and conducts any necessary investigations with complaints pertaining to patient/clinic issues. Will also be responsible for administering disciplinary action. Monitor staff training and incentives, performing evaluations and monitoring goals and objectives guiding staff's growth through training courses, etc. Attends necessary training, workshops, continued education etc., as deemed appropriate by the Tribe. ADDITIONAL RESPONSIBILITIES The Healthcare Administrator is responsible for compliance of 14 GTBC ยง 409 Public Safety & Regulation, Chapter 5 - Food Service Ordinance. The purpose of this ordinance is to protect the public from food borne illnesses and diseases. The Health Administrator is responsible for the issuance of Food Service Permits, Inspections of Food Service Establishments and Termination of Permits. The Inspections for the marinas in 2020 would increase to three inspections for the season and would include the marina at Beaver Island and the Art Duhamel marina. (See attached excerpt from GTB Code Book) OTHER SKILLS AND ABILITIES Must have outstanding written and verbal communication skills. Strong organizational and time-management skills. Excellent communication skills with a problem-solving attitude. Understanding patient health records, including admissions and insurance data. Maintaining medical and staff records. Creating work schedules for staff members. Must be able to answer queries from doctors, nurses and patients. Must be able to liaise with medical staff to identify efficiencies in the facility's operations, ensuring compliance with current healthcare regulations. Ability to work with local hospitals, physician groups, and internal healthcare committee. Ability to model business plans for cost effectiveness and development of other health clinics for service to members and business development opportunity. Excellent interpersonal skills with demonstrated patience, tact, and respect. Exceptional detail and follow-up skills. Must be able to communicate using written, oral and computer/technological methods. Work requires computer literacy, preferably in Windows, Word, Excel, Power Point, Outlook, etc. Keeping records of expenses and suggest ways to minimize costs. Ability to quickly evaluate alternatives and decide on a plan of action. Basic knowledge of business, budgeting, accounting, purchasing and planning. Advanced knowledge of applicable laws, regulations, rules, procedures, and administration is required. EDUCATION and/or EXPERIENCE Bachelor's Degree in Healthcare Administration, Public Health, Public Administration, or Business Administration required. Current or previous State of Michigan Healthcare Level of Function License, with a minimum of ten (10) years of experience of managing a healthcare facility with a business model. Thorough understanding of HIS healthcare and clinic management. Extensive knowledge of healthcare regulations and medical law. Must have AAAHC accreditation experience. Proven work experience as a Healthcare Administrator. Understanding of medical terminology. Experience with administrative and accounting procedures. Familiarity with databases and spreadsheets (especially MS-Excel). Ability to comprehend the broad scope of clinic programs and their inter-relationships with other tribal, federal, state and local programs. DRIVING REQUIREMENTS Must have a valid unrestricted driver license and be insurable by the GTB insurance carrier. SUPERVISORY RESPONSBILITIES The Healthcare Administrator position is responsible for the coordinated supervision, with the staff Physicians, of all Clinic staff-full time; the Dentist, Associate Health Administrator and any contractual staff. EQUIPMENT TO BE USED General office equipment: computer, printer, fax machine, calculator, telephone, copy machine, etc. TYPICAL PHYSICAL DEMANDS Work requires sitting, lifting, reaching, walking, and occasionally lifting objects (up to fifty pounds). Also requires manual dexterity to operate office equipment, keyboarding, copiers, etc. TYPICAL MENTAL DEMANDS Nature of work requires judgment in identifying and selecting the most appropriate procedures to use. Efficiency and attention to detail will be held to the highest degree. Specific deadlines may be set in order to fulfill requirements; ability to prioritize is essential. WORKING CONDITIONS Majority of the work will be conducted in an office environment; however, it will be important for the Health Director to create working relationships with all sub-departmental staff. On-site visits to each sub-department will be required, including occasional field work, to stay abreast on current issues. Air travel required periodically. COMMENTS Native American Preference will apply. Must pass a background investigation and a drug and alcohol urinalysis; have documentation of a negative TB testing within the last calendar year or have a negative TB Testing completed as a condition of employment. Adherence to strict company policy regarding confidentiality is a must.
