Title: Budget Analyst Lead Location: Hybrid DMV. On site presence at least 2 days a week. Responsibilities: As the budget team lead consultant for the office of the CIO, providing technical support related to budget formulation, justification, presentation, execution, reporting, and review, and generally participating in and overseeing budget team operations: Business process analysis and improvement. Policy, procedure, and process discovery, development, and documentation, esp. SOPs, process flows, training materials, and guidelines. Financial forecasts and tracking the flow and status of funds obligations, reimbursements, and other financial data. Maintaining electronic files and versions of budgets submitted and management of historical data. Variance analysis of costs incurred against spend plans on a monthly basis. Preparation of monthly, quarterly, and annual spend plans. Executive correspondence and leadership briefings, to include reviewing documents for technical corrections and edits. Portfolios performance management and cross-program analysis to ensure requirements are addressed and gaps are being closed. Budget execution reports and analysis on issues and trends affecting budget execution. Direct analytical support to department leads concerning complex budget projects. Annual schedules for budget preparation and associated communication with stakeholders. Audit vouchers and expense accounts and analyze the installation of budgetary control systems. Corrective action plans for financial management deficiencies, remedial action tracking, and follow up reporting. Budget formulation and execution implementation, identifying and researching anomalies or problems, generating reports, and processing large volumes of complex data rapidly and accurately. Translating highly technical and programmatic data into actionable reporting appropriate for senior and non-technical readers. Financial analysis and tracking associated with contracts, interagency agreements, and memoranda of understanding. Submission and tracking of funding requisitions and purchase orders within the federal financial systems. Evaluation of budgetary requests, constraints, and potential workarounds. Support of and response to budget-related data calls, including mandated OMB reporting and annual budget and Investment portfolio submissions. Mastering a variety of budget formulation and execution tools and providing SME-level guidance and support. Maintenance and reporting on investment-level alignment of budgetary items. Invoice processing and payment. Meticulous record of financial activities and persistent follow-ups. Required Skills & Experience: Bachelor's degree in Finance, Business, or other related field. 4+ years of experience in budget formulation, analysis, and evaluation of execution. Experience working with the federal government contracts. Excellent organizational and time management skills, including the ability to balance conflicting priorities to complete tasks. Proficiency in the Microsoft Office suite particularly MS Word, MS PowerPoint, and MS Excel, including expertise with pivot tables (using and building) and Excel formulas, and extensive experience with managing and tailoring professionally crafted Excel spreadsheets and developing PowerPoint presentations. Extensive capacity for unguided research and discovery and the ability to independently find or create solutions. Meticulous eye for detail with exceptional ability to identify errors and anomalies in data sets and documentation. Ability to identify and adhere to rigorous protocols and chains of communication and authority. Ability to learn new systems and processes quickly and prioritize and complete tasks with time-sensitive deadlines. Flexibility and willingness to adapt quickly to new processes and requirements. Excellent verbal and written communication skills. Strong analytical, problem-solving, and decision-making capabilities. Coaching and mentorship acumen and the ability to foster successful teamwork in a fast-paced environment. Demonstrated outstanding level of professionalism in providing client support, including ability to exercise good judgment, discretion, tact, and diplomacy. Sound business ethics, including the protection of proprietary and confidential information. Ability to apply detailed knowledge of organizational procedures to make independent decisions and serve as a credible resource for a senior management team. Ability to work with all levels of internal staff, as well as outside clients and vendors. Superior interpersonal skills including courtesy, professionalism, and a cooperative attitude. Business Analyst (and ideally CPIC) experience in this role Team leadership experience. Active Public Trust Clearance (preferred) US Citizenship due to the nature of this federal project Preferred Skills: PMI Project Management Professional (PMP) Certification. Experience in tracking budget and activities for a product/project portfolio. Experience with Planning, Programming, Budget, and Execution (PPBE) budget cycle activities, including Congressional Budget Justification Book (CBJB) and Integrated Planning and Budget System (IPBS). Using complex financial management systems or other non-DOD federal financial management systems. Strong understanding of the software development life cycle (SDLC).
