MINIMUM QUALIFICATIONS REQUIRED: High School Diploma or GED Certificate. Bachelor's Degree in Business Administration. Master of Business Administration (MBA) preferred. 10 plus years' experience in senior/executive operation management role at large Carrier or Internet Service Provider company. 10 years' experience in Carrier Class Fiber Optic Network construction, operations, maintenance, marketing and sales, budgeting, and accounting experience. Customer and vendor contract negotiations experience. Experience in governmental relations at the local, state, and federal level preferred. Navajo speaking preferred. Valid state driver's license required. (Subject to motor vehicle review). JOB RESPONSIBILITIES AND PERFORMANCE OBJECTIVES: Improves staff effectiveness by counseling, training, and recommending corrective action for employees; planning, delegating, monitoring, and appraising job tasks and results in a timely manner. Oversees the supervision of personnel, which includes work allocation, time approval, hiring, training, orientation, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance. Develops measurable performance expectations for assigned staff according to department goals and objectives. Oversees and ensures compliance with the rules, regulations, and policies of enforcement agencies. Achieves financial objectives by preparing and administering annual budget; reviews and approves expenses, write offs and work order fund process; presenting and justifying budget recommendations to appropriate personnel. Manages all operations of Communication Systems, including network operations, engineering, construction, equipment procurement and deployment, marketing, and sales, with a detail-oriented and budget-focused mindset. Oversees Profit and Loss responsibility for NTUA's Carrier Class Fiber Optic and Microwave Network. Prepares and presents reports to the General Manager and NTUA Management Board. Collaborates with the General Manager, Management Board, other Deputy General Managers and Chief Financial Officer on developing business plans, strategy and roadmaps related to the business. Develops and implements strategies, procedures and business plans needed to enhance company growth. Works with CFO on financial projections and analysis of existing programs and policies. Provides quarterly revenue forecast to General Manager, evaluates revenue performance, and takes corrective action if below budget Works with the executive team to set company performance goals. Oversees employee productivity, building a highly inclusive culture ensuring team members thrive and organizational outcomes are met. Cultivates and provides opportunities for rising talent within the organization. Delegates production, marketing and sales tasks to core teams while maintaining relationships with business partners, vendors, and distributors. Audits the efficiency of current business structure and help solve problems. Reviews reports from administration and operations staff, consult with other executives, and communicate with team about new business initiatives. Performs Vendor and Customer contract negotiations. Ensures NTUA meets FCC and USAC Regulatory compliance and reporting. Ensures all Communication Systems services are being properly invoiced, according to contract. Performs executive account management for large Enterprise, Carrier, and Government Accounts. Ensures communication systems construction, customer service, operation and maintenance standards are upheld. Promotes employee safety awareness and ensures compliance with local, state, and federal regulations, laws and enforces rules and regulations. Directs and participates in the planning process for future development and growth of the business. Develops and monitors the revenue, capital, and operating budgets for Communication Systems. Reviews proposals and contracts for major communication constructions, with funding sources, provides reports to the appropriate funding agencies and ensure funds are received for the Authority's work. Collaborates with the management team to develop and implement plans for the operational infrastructure of systems, processes, and personnel designed to achieve objectives of the company. Maintains professional and technical knowledge by conducting research; attending seminars, educational workshops, classes, and conferences; reviewing professional publications; establishing networks; participating in professional societies; and conferring with representatives of contracting agencies and related organizations.
