Job Details: The Candidate shall provide support to the conduct of DEI-X's counterintelligence activities (investigations, operations, collection, analysis and production, and defensive functional services) to detect, identify, assess, exploit, penetrate, degrade, and counter or neutralize foreign intelligence collection efforts, sabotage, espionage, and terrorist activities directed against the MDA, its personnel, information, material, facilities and activities. Required Qualifications: Education: Bachelor of Science or Bachelor of Arts degree relevant to the Security/CI fields preferred Experience: 8+ years working on missile defense-related or other complex, large DoD program/project Must have received formal CI training and been credentialed. Works independently and / or leads sub-teams to analyze and resolve problems. Clearance: Final TS with SCI eligibility Desired Qualifications: Ability to assist with planning and coordination of CI efforts for MDA tests. Prepare draft CI Test Support Plan (CTSP) and staffing package for DEI-X approval. Assist with the integration of efforts for CI Activities in Cyberspace, TSCM, and CI analysis and production in response to identified program requirements. Perform operational liaison with federal, state, and local CI and LE, elements to obtain and exchange current intelligence and threat information. Prepare CI liaison contact report or draft Intelligence Information Reports (IIRs), as appropriate. Engage supported RDA program elements and MDA Director of Tests to provide updates regarding on-site defensive CI activities during Test and Evaluation (T&E) events. Participate in daily status meetings on-site, prepare and present daily multidiscipline CI threat briefings and supporting documentation to Test Directors and senior MDA leadership at the test site and venues. Ability to provide CI support to MDA Conferences and other Off-Site Events Prepare draft CI Conference Support Plans or annexes for DEI-X approval; execute defensive CI activities IAW approved plan. Provide foreign collection threat information to assist RDA program personnel during the process to identify CPI and assist in development of threat-based countermeasures implemented by a Program Protection Plan Review RDA program CPI for exposure to Foreign Intelligence Entity (FIE) collection targeting and collection activities Assist assigned CI Covering Agents by developing RDA CI Support Plans (CISP) for DEI-X approval. Schedule and conduct periodic tailored CI briefing for all supported RDA programs, test, and personnel. Conduct CI debriefings of MDA personnel returning from overseas travel to identify potential CI threats, issues or concerns and prepare Intelligence Reporting as appropriate. Conduct operational liaison with the Federal Bureau of Investigation (FBI), the Defense Criminal Investigative Organizations, and other federal and state LE agencies to exchange information regarding FIE activity and foreign collection threats to MDA RDA programs. Receive, process, and complete foreign entity name checks IAW CI procedures and guidelines to identify potential criminal, terrorist or FIE threats to MDA site construction and MDS deployment activities. Conduct pre-deployment CI threat briefings and CI Debriefings for MDA personnel deploying overseas in support of site construction or MDS deployment activities. Conduct CI interviews of walk-ins, witnesses, and others knowledgeable of incidents or events and create written intelligence reports IAW the CI Investigations SOP Prepare and present Counterintelligence Awareness and Reporting (CIAR) training to the MDA workforce that incorporates the training requirements outlined in Paragraph 1, Enclosure 3 to DoDD 5240.06; DoDD 5205.16; and DoDI 5240.26 Job Posted by ApplicantPro
