Summary: This position is in the Bureau of Overseas Buildings Operations, Operations Directorate, Office of Area Management (OBO/OPS/AM). The contractor serves as a Financial Program Support Analyst, supporting Area Management Officers (AMOs), AM Division Chiefs, and the AM Office Director in Minor Construction & Improvement (MCI) budget maintenance, and analysis. This is a Non-Status, Non-Permanent Position. You do not acquire a competitive or excepted service status from this position. Major Duties: The Personal Service Contractor supports AMOs, AM Division Chiefs, other program support specialists, and the AM Office Director, in management of MCI budget performance and serves as AM's primary working level liaison with the OBO Comptroller Division (OBO/COMP). In furtherance of these responsibilities, the contractor performs tasks and assignments that typically include, but are not limited to: Exercises budgetary controls through review and approval of obligations and expenditure of funds for projects at individual post, regional divisions, or globally either within a single year or over several years duration. Provides AM Division Chiefs and the AM Office Director with recommendations for adjustments to current and future spending plans based on comprehensive regular analysis of MCI Program project and funding status. Develops and proposes accounting innovations to accommodate MCI-specific issues in maintaining accurate financial data. Provides instruction and guidance to AMOs, AM Division Chief and AM Division Director on how to leverage current financial systems to the greatest benefit to achieve consistent, timely, and reliable controls over resources to ensure efficient budget execution. Provides technical guidance to AM Division on all aspects of budget execution. Who May Apply: Job Status: Full-Time, Non-Permanent-Temporary Non-Status Duration Appointment: Non-Permanent, 1 year renewable for up to 4 years. Education: . Requirements: Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. Education may only be substituted in accordance with the Office of Personnel Management (OPM) Qualification Standards Handbook. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order to be credited towards qualifications. Education completed in foreign colleges or universities may be used to meet the education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States. It is your responsibility to provide such evidence when applying. Qualifications: Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: There is no substitute of education for specialized experience for the GS-12 position. Experience using automated tools for budget analysis, such as spreadsheets, databases, and automated financial systems.Experience analyzing complex financial, program, and organizational challenges to determine budgetary and financial implications and recommended solutions.Experience applying financial management techniques to assure adequate obligation and usage of multi-year funds. Experience developing analytical reports that reflect program status, trends, and rates of usage, and the ability to communicate clearly, both orally and in writing.
