The Personal Services Contractor (PSC) position is located in the Department of State (DOS), Bureau of Overseas Buildings Operations (OBO), Program Development Coordination and Support Directorate (PDCS), Office of Design & Engineering (DE), Civil/Structural Engineering Division (CSE). Major Duties: As an Climate Security & Resilience (CS&R) Natural Hazards Data Lead Program Analyst assigned to the Civil/Engineering Division of OBO/PDCS/DE, the contractor provides leadership and guidance for all efforts of the CS&R Program Dashboard and the associated databases, underlying geospatial information system, and the user interface . The Natural Hazards Data Lead serves as the coordinator, manager, and voice for the technological components in the CS&R workflow to include, but not necessarily limited to, the following: II. Principal Duties and Responsibilities Duty 1: Program Management Coordinates respective functional-specific items to include prioritized list of assets exposed to natural hazards risks; dashboard related outputs; GIS Integration, and risk assessment and prioritization reporting. Develops and maintains Climate Risk Dashboard and associated datasets and analytical functions as a basis for the program's data-informed decisions. Duty 2: Liaison/Communication Helps communicate natural hazards risk and Dashboard data to the stakeholders whose processes are supported by CS&R input (both inside and outside OBO). Supports internal communication, including front-office briefings, external stakeholder outreach, and communication. Duty 3: Resource Management Supports the budget process by developing budget requests, distribution of budgets among appropriate tasks, and reporting of budget expenditures. Leads business case development and ROI forecasting to ensure efficient and proper resource allocation for project and program development needs. Duty 4: Contract Administration Responsibilities Serves as a COR for assigned work, exerting control over the management of government funds in support of services for portfolio risk management. Prepares or oversees the preparation of Statements of Work (SOW) and other documentation in support of proposed contract actions. Who May Apply: Job Status: Full-Time, Non-Permanent-Temporary Non-Status Duration Appointment: NON-Permanent, Temporary Non-Status Position, 1 year renewable for 4 years. Conditions of Employment: Must be able to obtain and maintain a Top Secret security clearance.Statement of Employment & Financial Interest required prior to appointment.Must be available to travel overseas to post for temporary duty assignmentsU.S. Citizenship is required.Incumbent will be subject to random drug testing. Education: Requirements: Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. Education may only be substituted in accordance with the Office of Personnel Management (OPM) Qualification Standards Handbook. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order to be credited towards qualifications. Education completed in foreign colleges or universities may be used to meet the education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States. It is your responsibility to provide such evidence when applying. Qualifications: Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience in data gathering and analysis to provide advice and guidance.Ability to use data analysis programming tools and software such as Power BI, advanced Excel, or Tableau.Demonstrated understanding of GIS-based platforms.There is no substitute of education for specialized experience for the GS-13 position.
