Summary: Contribute your electrical/electronic engineering consulting and budget contracting experience to the Bureau of Overseas Buildings Operations (OBO). Working in more than 280 locations throughout the world, OBO's workforce is responsible for planning, designing, constructing, maintaining, and renovating overseas diplomatic facilities, ensuring they are safe, secure, functional, and resilient. Major Duties: This is a Non-Status, Non-Permanent Position. You do not acquire a competitive or excepted service status from this position. The incumbent serves as a senior engineer and technical expert with overall responsibility for the technical business management of designated major design, construction, and renovation or alteration projects at embassies, consulates, senior officers' residences, staff quarters, special use structures, and other facilities at diverse overseas locations; collaborating on the planning, design, and construction of specific projects; and ensuring that timely and accurate technical information is available to top management in OBO. In furtherance of these responsibilities, the incumbent performs tasks and assignments that typically include: Duty: 1 Engineering Advice* Provides professional engineering advice and assistance in the formulation and establishment of electrical and telecommunications design criteria, and facilitates architect/engineer (A/E) contractor design of the Department's diplomatic and consular office buildings, residences, staff apartments, commissaries, and associated special use structures.* Consults with contract A/E professionals and others during project design regarding the Department's established electrical design criteria and specific design problems caused by worldwide variations in climatic conditions, local skill levels in various locations, availability of local utilities, and other major problems inherent in the design and construction of OBO activities. * Provides authoritative electrical engineering, power distribution, telecommunications, radio frequency (RF), and acoustical facilities advice during the planning and programming phase, and coordinates with the Cost Management Division in the preparation of budget and construction estimates.* Stays abreast of the latest developments in electrical engineering technology through state-of-the-art conferences and symposiums; ensures that new technology is incorporated into OBO applications and standards; and travels domestically to advise A/E personnel, contractors, and suppliers is issues affecting design, fabrication, and installation of telecommunication cabling, RF and acoustical facilities, and electrical utilities.Duty 2: Engineering Management* Oversees/directs contract A/E staff in the development of RF and acoustical facility and telecommunications infrastructure design drawings, test plans, and test reports and provides authoritative advice to resolve complex and critical electrical engineering problems found in a variety of situations and structures throughout the world.* Initiates and directs capital programs for new and retrofitted buildings; and reviews and approves electrical projects and electrical engineering aspects of minor improvement proposals and maintenance and repair programs. * Directs development of electrical engineering design drawings and specifications to ensure technical adequacy, suitability to meet conditions found in the locality in which the work is to be accomplished, and compliance with OBO power, lighting, grounding, telecommunication, RF and acoustical design criteria and the U.S. National Electrical Code. Duty 3: Project Management* Negotiates with host country utilities to obtain commercial power and telecommunications services for new embassy compounds.* Participates with and assists DS teams in facility accreditation surveys and resolves technical problems when they occur.* Provides expert professional advice on-site at various overseas posts on engineering problems including new design work, rehabilitation work, minor improvements, analysis of a wide variety of malfunctioning equipment, and similar matters, as well as economical electrical systems for OBO during the design of new facilities.Duty4: Contracting Officer's Representative (COR)Contracting Officer in the administration of the contract. Typical COR duties include:* Plans and conducts or directs conduct of initial planning studies or analyses related to the electrical engineering aspects of design activities that may be contracted out;* Provides authoritative technical assistance in pre-bid and post-bid activities, serves as a member of the source selection panel, and participates in the analysis of bids for construction contracts;Evaluates contractor performance regarding adherence to contract terms, adherence to established milestones and deadlines, and quality of work;* Recommends contractor awards or penalties; and* Upon completion of projects, conducts an exit interview with engineer/architects responsible for the activities, makes recommendations for any immediate corrections, and prepares a written summary report. Who May Apply: Job Status: Full-Time, Non-Permanent-Temporary Non-Status Position Duration Appointment: 1 year renewable for 4 years. Education: Applicants MUST show that they possess a professional knowledge of general engineering as evidenced by ONE of the following Basic Requirements: Basic Requirements:A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.ORB. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.1 For more information about EI and EIT registration requirements, please visit the National Society of Professional Engineers website at: http://www.nspe.org.2 The FE examination is not administered by the U. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)Note: An applicant who meets the basic requirements as specified in A or B above, except as noted under B.1., may qualify for positions in any branch of engineering unless selective factors indicate otherwise. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order to be credited towards qualifications. Qualifications: IN ADDITION to the Basic Requirements above, you MUST also have 1 year of specialized experience that is related to the work of the position, is equivalent to at least the GS-13 level in the Federal service, and demonstrates one or more of the following:* Experience designing and implementing power distribution systems for commercial, industrial, federal, military, or institutional buildings so that they are safe, reliable, and efficient. This includes backup power, uninterruptible power supply, battery energy storage, photovoltaic arrays.* Experience designing lighting systems and controls that are energy efficient, cost-effective. Using various lighting technologies such as LED, fluorescent, and incandescent. * Designing grounding systems that protect equipment and people from electrical hazards. Understand soil resistivity, lightning protection, and electrical safety requirements.* Experience implementing RFI/EMI shielding solutions such as grounding and filtering. Understand materials, techniques, and testing methods.* Experience using testing methods and equipment such as spectrum analyzers, oscilloscopes to diagnose and troubleshoot for RFI/EMI issues. This includes and understanding test methods, standards, and procedures.* Experience designing fiber optic, and copper media for telecommunications infrastructure and spaces supporting data, voice, audio visual and wireless networks.* Understanding of transmission technologies such as modulation, multiplexing, and error correction.
