Summary The Governmental Relations and Community Engagement (GRCE) Unit of the Solid Waste Division (SWD) is looking for a motivated leader who will work to accelerate and improve the quality of SWD 's efforts in being the partner of choice as well as being known as an organization that works collaboratively with our cities to achieve our goals, including zero-waste of resources through the Re+ Program, King County Code updates and legislative priorities. This position will be serving under the Government Relations and Community Engagement Manager and will coordinate activities to secure local government partnerships and community confidence in our commitment to King County values. This will include working with cities on the adoption of Re+ policies and actions, serving as the liaison between the cities that are part of the county's solid waste system, managing the division's legislative processes, and being part of the team to secure ILA extensions from all 37 cities by the end of 2024.This position performs work remotely and onsite. About this Role: The Solid Waste Division is in the middle of pursuing new policies and partnerships that will result in breakthrough progress towards our zero waste goals and selecting a long-term disposal plan in preparation for the Cedar Hills Regional Landfill's eventual closure. In addition to overall waste reduction, these policies will help achieve King County's Climate Action Plan goals by reducing greenhouse gas emissions. In this role, you will implement strategies with the government at the local, state, and federal levels that will strengthen our regional system and its impacts on waste. You will build and maintain strong relationships with our partners, especially as a liaison between the division and the 37 cities in the county's solid waste system. Creating more challenge and opportunity, in 2024, approximately 1 in 4 city elected officials are new, providing a terrific opportunity to educate and build strong relationships with our Interlocal Agreement members.Additionally, this position will manage the division's advisory committees (Metropolitan Solid Waste Advisory Committee and Solid Waste Advisory Committee, research issues raised by cities to aid in the division's understanding of cities' perspectives; and coach Solid Waste Division staff in protocols for communicating with cities. The person will work closely with the GRCE Manager to develop strategy, contribute to long-range planning, oversee the execution of Executive and division priorities, and help to ensure the county's solid waste system meets the needs of the partner cities.A key growth opportunity associated with this position is to lead the procurement of City support for early ILA extensions that are critical for the final selection of a long-term disposal option for King County. The partnership of 37 cities for one solid waste system is unique and an illustration of the past success of the Solid Waste Division. Securing 37 ILA extensions at this critical time has the potential to cement solid relationships with the elected officials and staff at ILA member cities. About the Team: The King County Solid Waste Division (KCSWD) is responsible for the public solid waste system that serves the people and communities of unincorporated King County and most cities within King County. KCSWD is the lead King County Agency for delivering Zero Waste of Resources (ZWoR) goal for the region, which will reduce valuable materials sent to the landfill by up to 70%. KCSWD operates the Cedar Hills Regional Landfill, ten transfer facilities, nine closed landfills, and many programs to design out waste and pollution, keep products and materials in use, and regenerate natural systems.The Government Relations and Community Engagement section is part of the SWD Director's Office and encompasses government relations, community engagement, communications, graphics, and public records. Collectively, this group works to achieve the goals of King County Solid Waste Division by building relationships with elected officials and the community, collaborating with key partners, developing effective communications to inform internally and externally, and providing public transparency through public records. Enjoy training, comprehensive benefits , and growth opportunities Job Duties What You Will De Doing: Serve as the division lead and staff the Metropolitan Solid Waste Advisory Committee (MSWAC) and King County Solid Waste Advisory Committee (SWAC) to support inclusion, engagement, and transparency goals. Serve as a member of the GRCE team contributing to the development of policies and strategies that will advance the vision and mission of the division. Lead division-wide Government Relations work, including, providing city relations strategy, and legislative work. Contribute to the success of strategic goal areas for Partner of Choice. This includes leading progress towards objectives, key performance indicators, and action plans. Lead and participate in programs, committees, strategic initiatives, and longer-term plans, and/or projects and serve as the SWD representative on assigned DNRP initiatives in coordination with other Divisions. Experience working with and knowledge of state, federal, and local legislative processes, committees, and oversight of legislation management Policy development and interpretation skills Demonstrated success in building relationships with elected officials and their staff Any combination of experience that would lend itself to the other preferred qualifications Supplemental Information Working Conditions: Remote and Onsite Work Details: Employees in this role work remotely from a home location, with onsite reporting requirements typically monthly. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104). Remote Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance of King County worksites to meet onsite reporting requirements. Work Schedule: This full-time position works a 40-hour work week. This position is exempt from the provisions of the Fair Labor Standards Act (FLSA) and is not overtime eligible.
