JOB OPENING CITY OF FARMINGTON JOB POSITION #83: Streets Working Foreman - Sweeper & Cleanup Crew NUMBER OF VACANCIES: 1 DEPARTMENT: Community Works/Streets WORK LOCATION: MOC HIRING RANGE : $18.9497 - $29.4879 /hourly DAYS WORKED: Monday - Friday HOURS WORKED: 8:00 a.m. - 4:30 p.m. TYPE OF POSITION: Regular, Full-Time APPLICATIONS WILL BE RECEIVED: Until Filled JOB DUTIES ESSENTIAL DUTIES Performs a variety of administrative, supervisory, skilled and semi-skilled tasks in the maintenance and clean up of streets, alleys, parking lots, drainage channels, right-of-ways, and other assigned projects. Works under the supervision of the Streets Superintendent Using excellent customer service skills, establishes and maintains effective working relationships with other employees, officials and all members of the general public. Operates a motor vehicle to assist in carrying out the business of the department and the City Manages and supervises maintenance crews responsible for an assigned number of city lots, drainages, rights-of-way and roadsides. Manages street sweepers and sweeper routes to insure thoroughness and cleanliness of City streets and bike routes Ability to set up proper traffic controls insuring jobsite safety Responsible for creating and maintaining work requests and job orders in the AS400 system Responsible for purchasing and issuing proper uniforms, a PPE to crew members Responsible for notifying New Mexico One Call before excavating Ability to deal with natural and man-made disasters Manage snow removal crews, routes and equipment insuring public safety and all main city streets clear for travel Responds and manages crews, equipment for flood control and clean up, clearing mud slides and opening roadways for travel. Responds and manages irrigation emergencies and street crossings Responds and manages crews and equipment during regular and after hour emergencies. Supervises crews and equipment in the hauling of asphalt, road base, dirt, sand, rubble and rock Supervises crews and equipment in the installation and maintenance of culverts Supervises crew and equipment working with contractor during annual street resurfacing program Supervises community service workers, temporary employees and work release workers as required Insures work is completed according to all City standards, blueprints and division guidelines Supervises crews in the maintenance and cleaning of storm drain inlet boxes and grates Responsible for the upkeep and maintenance of assigned equipment including street sweepers, flatbed trucks, pickups, dump trucks, loaders, water and salt trucks, rollers, lay down machine, chain saws, weed eaters, weed sprayers and chemical spray trucks. Manages and supervises a work crew responsible for streets division duties; plans and organizes workloads and staff assignments; trains, motivates and evaluates assigned staff; reviews progress and directs changes as needed. Prepares annual evaluations for crew members Oversee and coordinate chemical application for weed management on City properties, drainages and rights-of-way. Oversees cleanup of large events held in city (Connie Mack, Freedom Days, etc.) Manage and respond to emergency cleanups including: accidents, spills, sight obstructions and clearing of debris from the roadways. Responsible for managing employee time sheets including stand-by, call-out, vacation, sick and overtime hours in the Executime system. Provides leadership and direction in the development of short and long range plans; coordinates department activities with other departments and agencies as needed. Provides advice to supervisors; communicates official plans, policies and procedures to staff and the Administrative public in assigned area of responsibility. Assures that assigned areas of responsibility are performed within budget; assures effective and efficient use of personnel, materials, equipment, facilities, and time. Determines work procedures, prepares work schedules, and expedites work flow; studies and standardizes procedures to improve efficiency and effectiveness of operations. Issues written and oral instructions; assigns duties and examines work for exactness, neatness, and conformance to policies and procedures. Maintains harmony among workers and may deal with grievances between employees. Performs or assists subordinates in performing duties; adjusts errors and complaints. Lays out daily work schedules and assigns tasks to appropriate individuals and coordinates the completion of the same. Provide necessary supervision, direction, and assistance to crews at work sites. Enforce policies, regulations, and safety and health standards. Determines, calculates and secures the appropriate materials and supplies for a specific project. Improves work methods to accomplish assigned work. Assist in projecting needs for equipment, materials and supplies. Assist in the preparation of specifications, estimates, and bids for machinery, equipment, and contractor services. Assure tools and equipment are properly maintained and kept in proper working condition. Assist in interviewing and hiring process; assigns, supervises and evaluates streets workers, temporary employees, or community service workers. Prepare and maintain daily, monthly, and annual reports and records, as assigned. Respond to public inquiries; provide information within scope of knowledge and position. Operate snow control equipment, dump trucks, plows, graders and loaders. NON-ESSENTIAL DUTIES Performs some or all of the duties of a Truck Driver, Street Sweeper Operator and Heavy Equipment Operator as required Serves as a member of various employee committees, as assigned May occasionally need to work with FEMA and other government agencies on natural disasters The duties listed above are intended only as illustrations of the various types of work that may be performed. QUALIFICATIONS This position is subject to the City of Farmington's Drug and Alcohol Free Workplace Policy which includes: pre employment testing, post-accident testing, random testing, reasonable suspicion testing, return to duty testing, and follow up testing. Extensive background checks required. This position requires a baseline audiometric examination. Graduation from high school or GED equivalent, and two years experience as a streets crew member, and at least one year of previous supervisory experience, or any equivalent combination of relevant education and experience. Valid Commercial Driver's License with tanker endorsement required with acceptable driving record for the past three years. Knowledge of chemicals --- New Mexico Herbicide Public Applicator's License required (herbicide application); or, ability to obtain within one hundred twenty (120) days of entry into position. Considerable knowledge of equipment, materials and supplies used in chemical application. Ability to meet deadlines Ability to work under stress and handle stressful situations. Must have a telephone at residence and be willing to be on 24 hour call; must be able to be at the Municipal Operations Center within thirty minutes after receiving a call. Considerable knowledge of equipment, materials and supplies used in streets operations. Working knowledge of equipment and supplies used to do minor repairs. Working knowledge of first aid, traffic control and applicable safety precautions. Skill in the operation of listed tools and equipment. Ability to use equipment and tools properly and safely. Ability to work independently and to complete daily activities according to work schedule. Ability to communicate verbally and in writing. Ability to understand, follow, and transmit written and verbal instructions. Ability to establish and maintain working relationships with co-workers, supervisors, other City personnel and the public. Ability to operate tools and equipment listed. TOOLS AND EQUIPMENT USED Front-end loader/tractor, dump trucks, miscellaneous hand and power tools, rollers, lay down machine, Street Sweeper, flatbed trucks, pickup truck, backhoe, salt spreaders, snow plows, road grader, chemical application equipment, mowers, weed trimmers and edger, backpack sprayers, hand sprayers, backpack blowers, painting and fencing tools, tampers, pumps, overhead hoist, welder and torches, power washer, air powered fence post drive, generator, skid steer, chain saw, long handled tools, jack hammer, motor vehicle, telephone, mobile radio, fax machine, copier, personal computer and calculator.
